Home Team:
Home team listed first must change uniforms if
conflict occurs. Each team must provide
a game ball for each match. Teams must
be located on opposite sides of the field.
Home team will
locate on east side of the field.
Rules:
This tournament will adhere to the rules set forth
by FIFA and the California Youth Association (CYSA), except as stated below:
Protests:
Referee’s decision is final. All games are final; no protests will be
accepted.
Forfeits:
If a team forfeits a game (except under extreme
extenuating circumstances) the team’s State Board will be notified. The Referee has the responsibility of
starting the game on time. Any team
failing to field at least seven players at game time shall forfeit the
game. Score will stand 1-0 (8 points
awarded to winning team).
Misconduct:
Misconduct by a player, parent, coach or team will
be placed before the Tournament Disciplinary Committee. Any individual receiving a red card will be
suspended for the remainder of that game and the next game. The referee will retain the individual’s card
and surrender it to the Tournament Director.
A red carded individual, will not be allowed to stand or sit along side
the touch line or goal lines. He/she
must leave the general vicinity of the game.
Violent conduct ejection may result in the individual being suspended
from participating in the remainder of the tournament. A one
(1) point penalty will be deducted from the team’s scoring total for
each red card ejection to a player or coach.
All red cards are reported to CYSA and team’s home association.
USYSA ID
Cards:
USYSA player cards are required for all players,
must be laminated and have a signed with pictured ID. Player cards must be presented to the referee
prior to each game. Teams should be at
field 30 minutes prior to the start of their game for pre game check.
Equipment:
Shinguards are MANDATORY
during tournament play.
Substitutions:
Unlimited substitution allowed as follows:
1) Prior to a thrown-in, in your favor.
2) Condition (1) permitting, other team may also
substitute.
3) Prior to a goal kick, by either team.
4) After a goal is scored and before the kick
off, by either team.
5) Injury, if play is stopped, on a one for one
basis for injured player.
6) Coach MUST
substitute a cautioned (yellow card) player.
Scoring:
6 points for a win 4
points for a 0-0 tie
1 point for goal (max. 3
points) 3 points for a

Breaker:
1) Head to head
2) Fewest goals allowed
3) Fewest penalty points received
4) Goals scored
5) FIFA
penalty kicks - Tie games will stand
in preliminary rounds. Championship
games ending in ties at the end of regulation time, will be followed by two 5
minute periods (no sudden death) After the first 5 minute period, teams will
change sides. If games is still tied at
the end of the two 5 minute periods, FIFA penalty kicks will be employed to
determine the winner.
